  • GalNet Weekly Security Digest

In this weekly report, the latest GalNet data is assembled to present ten minor factions experiencing civil unrest or lockdown in their systems.

Here are 10 of the 4,174 minor factions in lockdown:

    • Macuano Advanced Network

    • Luyten 347-14 Prison Colony

    • Poluskapura Industries

    • Plentauri Transport Incorporated

    • Aetius aristocrats

    • Cartoq Purple Major Organisation

    • HR 5504 Dominion

    • Barons of Coringha

    • Clotti Future

    • Ithelki Netcoms Industries

Lockdowns increase the security rating for a system but also have a negative effect on the system's wealth. Increased bounty hunting activity can shorten the lockdown period.

Here are 10 of the 4,742 minor factions experiencing civil unrest:

    • Lillith League

    • Kokowar Group

    • Timbarichs Conservatives

    • Maiducane Collective

    • Kolyawa Confederation

    • Alacagui Holdings

    • Tun Netcoms Services

    • Synteini Industries

    • Bureau of Aulis

    • Murnako Interstellar

Civil unrest is caused by illegal activity within the system as well completing contracts from more nefarious sources. The wealth rating and standard of living will suffer when a system contains civil unrest. Combat missions and activities can be utilised to end civil unrest.

  • Pilots Call for Starship Lighting Enquiry

More than 220,000 pilots have signed a petition calling for an inquiry into the lack of anti-collision lights on starships and emergency lighting on system-authority ships. Jenson Zanetti, chairman of the Pilots Federation Safety Board, stated:

"At some point in their careers, most pilots will be struck by an authority or private vessel they did not see, which can be disastrous for both parties. If our proposals are implemented, we predict a massive decrease in the number of fatal collisions in and around space stations."

The petition calls for all system-authority vessels to be fitted with lighting equipment to help pilots identify these important craft, and for anti-collision lights to be fitted to all starships. The petition concludes by stating that the lights only need to be used within a station's no-fire zone, and when the ship's main lights are active.

  • GalNet Weekly Economic Report

In this weekly digest, the latest GalNet data is compiled to show the economic state of a short list of minor factions and the star systems they inhabit.

Here are 10 of the 11,041 minor factions currently enjoying an economic boom:

    • People's Meldrith Values Party

    • Movement for LHS 2429 Democrats

    • Allied LHS 380 Law Party

    • Isita Confederation

    • Tefenhua Alliance Union

    • Bharu Silver Public Partners

    • Gakiutl Blue Mafia

    • Carthage Silver Drug Empire

    • Maitis Energy Company

    • Theta Indi Advanced Incorporated

When in boom, the wealth of a system is increased for the duration and all trade missions have double the effect on influence. Boom can also positively increase a minor faction's influence. Boom can be entered by consistent trade profits and completed trade contracts. Booms tend to last until they naturally expire or until some other indicator takes precedence, such as famine.

  • A Week in Powerplay

Edmund Mahon has proven last week's naysaying economists wrong. The economic juggernaut that is the Alliance of Independent Systems now exerts influence over more than 1,000 systems – a tremendous milestone for the fledgling superpower, which only recently celebrated 70 years of existence.

Arissa Lavigny-Duval's days have been largely consumed by preparations for her coronation ceremony, but she has also made time to direct the efforts of the Shield of Justice. The Emperor-to-be oversaw massive fortifications during the past week, with 50 systems secured against little opposition. Everything appears to be in order for the coronation ceremony this weekend.

Zachary Hudson amassed an enormous command capital stockpile in the previous week, alongside an increase in approval rating. Federal Navy recruitment levels are also at an all-time high, with many attributing the increased interest in the Navy to the CQC Championships.

Felicia Winters and the liberal arm of the Federation have stockpiled sufficient resources to establish bases in a handful of systems, which will serve as staging points for future aid programs. Mangwe became one such base of operation during the past week.

In the past week, Aisling Duval's supporters convinced the population of an influential system to support the people's princess, and her public-relations machine now appears primed to persuade additional systems to join Aisling's cause.

Li Yong-Rui recently announced an initiative to bolster the economy of the distant colony of HIP 8396. This program comes at an odd time for Sirius, as profits fell during the past week, resulting in strained business relations with two systems.

Denton Patreus has at last established a small cushion of command capital with which to exert additional influence over systems bordering his territory. The elimination of Emperor's Dawn remains among the Senator's top priorities, and as his fleets deploy, fortifications are underway to guard against further expansion of the insurgent organization.

Zemina Torval's enterprises suffered some setbacks this week, resulting in turmoil for one popular trade system. Given the Senator's recent track record, economic analysts are not overly concerned about trade in her systems, and expect this to be a minor hiccup.

Pranav Antal continued Utopia's quiet march through civilized space with the addition of the Xi Wang Mu system. Antal now has a modest command capital reserve with which to expand the vision of Utopia.

Archon Delaine's attempts to exploit additional systems were denied this week, as system defence forces repelled Kumo Crew-backed insurrectionists. The spider of the Pegasi Sector is already spinning webs to ensnare additional systems. It remains to be seen whether the renewed offensive against Emperor's Dawn will weaken the Imperial resistance to the Pirate Lord.

  • Prime Minister Mahon Holds Influence over 1,000 Systems

The office of Edmund Mahon has announced the signing of the Prime Minister's one thousandth trade agreement. This is a momentous achievement for the Prime Minister and his supporters, and a testament to the hard work and dedication of independent pilots throughout the Alliance. The achievement is impressive given the Prime Minister's relatively small number of supporters. It is also important to remember that Mahon's space doesn't have the reach of the combined borders of the Federation, and has far less than the Empire. It is evidence that the Alliance should be counted among the galaxy's major powers, and a pointed reminder that it intends to maintain its autonomy.

  • A Week in Powerplay

Edmund Mahon remains optimistic despite the projections of some economic analysts, citing the fact that the Alliance still boasts the most profitable economy of any power. Despite the pessimistic reports, influential systems are still flocking to the Alliance, with two more joining in the past week. The coming weeks will validate the opinion of either the Prime Minister or the critical analysts.

Arissa Lavigny-Duval experienced a momentous week in several ways, particularly her recent confirmation as the next Emperor. Only the threats of Emperor's Dawn appear to stand in her way now. The past week saw the closing of the embassy with the Sirius Corporation at Sietae. Relations between the Sirius Corp. and the Empire remain friendly. Four additional key systems subscribed to the protection of the Shield of Justice in the past week.

Felicia Winters's approval rating has surpassed that of President Hudson for the first time in over a month. With a marked dip in opposition figures, Shadow President Winters was able to build up a command capital reserve that will serve her forces well in the coming week.

Zachary Hudson's approval rating fell again this week as the Katurru system formally rejected the protection of Federation fleets. President Hudson's fleets more than compensated for the loss of Katurru by establishing bases of operation in three additional systems. The advent of the Close Quarters Combat Championship remains a wild card for the President - his public endorsement of CQC as a recruitment tool for the Federation Navy may lead to a rise in approval in the near future.

Li Yong-Rui has put SiriusGov on track for steady growth. This week has seen the assets of one additional control system brought into the Sirius portfolio. Many investors would hope for more rapid growth and quick profits, but many shareholders recognize the value of a steady future of tempered growth. Li Yong-Rui appears most interested in the latter.

Aisling Duval dealt with the results of the Senate's decision on the Imperial succession with grace, offering her support to the pronouncement, and popular opinion of the People's Princess appears to be on the rebound.

Zemina Torval brought two profitable systems into her enterprise during the past week, ensuring yet another week with a high command capital reserve. Trade routes in Senator Torval's territory reportedly rival those of the Alliance. Things continue to look good for the wizened senator.

Denton Patreus returned to Eotienses this week after a month in Achenar for the closed session of the Senate. His fleets appear to have recovered from recent weeks of conflict with Emperor's Dawn just as new Emperor's Dawn bases have been discovered in five systems. In anticipation of the coming engagements, fortification projects in the Senator's systems are currently in full swing.

Archon Delaine and the Kumo Crew claimed another system, the second week of expansion in a row. Analysts of the war effort in the Pegasi Sector have questioned the effectiveness of the Imperial expeditionary fleets and the voluntary forces that have opposed the Kumo Crew. Criminal activity has been spotted, spurring insurrections this week in two influential Federal systems and one Imperial system.

Pranav Antal now governs an impressive 43 control systems. The achievement is even more remarkable when one considers that mere months ago the vision of Utopia was shared by a mere handful of systems. Many doubted whether Antal's vision for the future would gain any traction, but he has proven beyond all doubt that the ideals of Utopia are more enticing than originally believed.

During civil wars, only combat missions and activities help bring the conflict to a resolution. Security, development level and standard of living indicators all drop for the duration of the civil war.

Here are 10 of the 3,374 minor factions at war:

    • Codorain Emperor's Grace

    • Karnarki Blue General Company

    • Komovoy Crimson Posse

    • Kivah Resistance

  • A Week in Powerplay

Edmund Mahon's policies have allowed the Alliance to achieve new levels of prosperity this week. With optimism and trading profits reaching new highs, it's never been better to be a part of the Alliance. Following the prosperity of the past week, two influential systems pledged their support to the Alliance, and the Council of Admirals reported successfully thwarting numerous incursions seeking to spoil the Alliance's blossoming golden age.

Arissa Lavigny-Duval's administration stabilized last week, but once again there is turbulence in her domain. As a result, four systems have begun to question whether Arissa's administration meets their needs. Some have questioned whether the difficulties plaguing Senator Lavigny-Duval's administration in recent weeks stem from her preoccupation with the closed session of the Imperial Senate, where the question of Emperor Hengist's successor is being decided.

Zachary Hudson's approval rating fell slightly this week, but overall the President maintained his standing in relation to other major powers. Heavy undermining took place throughout the President's territory, but overall the Federation fleets under Hudson's command weathered the storm well. The fly in the ointment this week came in the form of a complaint lodged by the Katurru system.

Felicia Winters endured setbacks in her attempt to forge diplomatic agreements during the past two weeks, but she also deflected serious opposition to her rule with aggressive community outreach and aid to systems in need. Her command capital reserves are not as deep as in recent weeks, but funding is available for media teams to spread liberal values to at least one system this week.

Li Yong-Rui was disappointed, as deals that would have incorporated additional systems into the Sirius portfolio fell through. Sirius's investors remain optimistic about the corporation's future performance, as deals with wealthy systems lie on the horizon. With the ongoing study of Sothis Crystalline Gold, Sirius stocks are soaring.

Following the negative press surrounding the potential involvement of one of the Aisling's patrons in the Emperor's assassination, two systems pulled support a week ago, followed by four additional systems this week. The People's Princess now looks forward to the events of the coming week, and the decision of the senate on the matter of the Imperial succession.

Zemina Torval made great strides, as her enterprise expanded its influence into three valuable systems. With this news, the elderly senator has demonstrated her frailty is a figment of her detractors' imaginations. With a vast command capital reserve, Senator Torval is in a strong position to offer several systems the opportunity to become preferred trading partners this week.

Denton Patreus fought to stabilize his territory this week, following recent conflicts with Emperor's Dawn. The cost of the conflicts, combined with regular undermining in the Senator's territory, led to the loss of one key system, although three others that had been in turmoil were retained. The senator now looks to recoup some of the strength that was spent, and to take positive steps leading to a stronger future.

Pranav Antal authorized Utopians to send humanitarian aid to the Munshin system to support the displaced Pegasi Sector citizens. Polevnic's finest commanders sallied forth, crossing hundreds of light years to deliver much-needed medical supplies. The emphasis placed on this mercy mission came at the cost of further advancement of Utopian ideals in surrounding systems.

Archon Delaine and his ruthless crew met with success this week as they brought the resistance force of HIP 106072 to its knees. Those who resisted paid the inevitable price in blood, their families sold into slavery. The expansion of the Kumo Crew comes as a blow to those who have fought for months to end the tyranny of the pirate lord. Analysts now suspect the harassment of refugee ships served as a distraction that allowed the Kumo Crew to conquer this remote world.

  • Professor Ishmael Palin Responds to Proposal

Last week, The Voice of Varati published a message from the Canonn Interstellar Research Group, an independent scientific body, inviting Professor Ishmael Palin to join their organisation. Professor Palin recently made headlines when his Federation-backed programme to research the so-called anomalous extraterrestrial objects (or AEOs) was abruptly terminated. When asked for a response to the message, Professor Palin made his feelings clear:

"I admire the enthusiasm of the Canonn Interstellar Research Group, but I sense that our respective philosophies concerning the anomalous extraterrestrial objects are somewhat at odds with each other. So while I am flattered by their invitation, I feel I must decline."

Since the AEOs were first discovered, there has been considerable conjecture concerning their origin and purpose, but Professor Palin once again refused to participate in the speculation:

"The objects are certainly mysterious, and I can understand the impulse to speculate, but the fact is that we don't yet know anything definite about them. That is what our research was designed to address."

  • A Week in Powerplay

Edmund Mahon has led the Alliance to prosperity this week, surpassing all other major powers. New interstellar agreements have extended the Alliance’s areas of governance, while diligent legislative reports allowed the Prime Minister to effectively withstand attempts to undermine his authority. The Alliance now looks forward to a period of unprecedented prosperity.

Zachary Hudson’s fleets weathered a massive storm this week, while successfully beating back the highest levels opposition the Federation’s President has seen. As defensive fleets executed their orders with diligence, offensive task forces pressed on the pain points of the Federation’s rivals. Hudson has made it clear that challenges to his authority will not be tolerated.

Felicia Winters has consistently proven her ability to defy the odds, and this week was no exception. Withstanding the established norm of heavy opposition, the Shadow President’s couriers busied themselves with the distribution of aid packages throughout her sphere of influence. Her people now stand ready to extend Federation aid to additional systems.

Aisling Duval’s publicity machine suffered minor setbacks late this week, resulting in a drop in standing. Sources close to the ‘People’s Princess’ have pledged to organise media blitzes in thousands of systems. It remains to be seen whether the lost standing will be recovered, although her supporters are, as always, optimistic.

Arissa Lavigny-Duval’s hard stance against crime was rejected by seven control systems this week, representing roughly 10% of systems previously governed by the senator. Five additional control systems are petitioning for an end to Senator Lavigny-Duval’s administration. The loss of these systems may prove to be a double-edged sword, however, as their maintenance has historically required a disproportionate amount of administrative effort.

Lee Yong-Rui’s Sirius Corp spent its assets with prudence this week, making deals in several systems. Negotiations are still pending, but the prospect of further acquisitions has noticeably driven up the company’s stocks in financial markets, and shrewd investors would do well to take heed.

Denton Patreus perfectly balanced yet another weekly budget, leaving him with insufficient capital to expand or prepare any systems this week. Having experienced relatively low opposition in his own territory, Patreus focused his efforts on destroying Emperor’s Dawn. With analysts predicting that the conflict will last at least another week, the absence of distractions such as subjugating additional systems may allow the senator to effectively stamp out the traitorous elements within his territory.

Zemina Torval’s enterprises have shown promising signs of economic recovery. The shrewd businesswoman has expanded her control in Imperial space for the first time in weeks. Careful planning has ensured that Senator Torval now rests on a comfortable cushion of command capital, and wise preparation and expansion may allow her to rise further in standing.

Pranav Antal has built up his standing this week through his characteristic peaceful approach, standing in stark contrast to his neighbour in the Pegasi Sector. Utopia and the Simguru rejoiced this week as the Miki system joined the commune. Utopia’s holdings now match those of Senator Torval.

Archon Delaine’s excursions into Imperial territory contributed to the turmoil now faced by Arissa Lavigny-Duval and Aisling Duval. The successes of the expeditionary fleets came at the cost of expanding his dominion. Ever the opportunist, Archon Delaine now stands poised to overthrow neglected Federation systems bordering the Pegasi Sector.

  • Munshin Announces Plan to Aid Refugees

Officials at Ocrinox's Orbiter held a press conference earlier today to announce their intention to build a state-of-the-art resettlement facility for refugees of the Pegasi Pirate War.

"We recognize the plight of their friends in the Pegasi Sector, and extend our welcome to all those who wish to settle here. We encourage all those who have access to transport to come to Ocrinox's Orbiter. You were promised citizenship – citizenship you shall have. You were promised protection – protection you shall have. You left home to seek a new life – a new life you shall have."

The plan leans heavily on three aspects of the Munshin system: distance from the war, readily available food and jobs, and the necessary infrastructure to support a large population surge.

Reports also indicate that officials at Ocrinox's Orbiter have sent messages to the Pilots Federation and Princess Aisling Duval asking for urgent delivery of medical supplies.

  • A Week in Powerplay

Aisling Duval has once again topped the powerplay rankings, as extraordinarily low opposition to the people’s princess, combined with sufficient fortification, has allowed her to excel above all others this week.

Zachary Hudson has demonstrated an ability to stand firm against overwhelming opposition. Undermining in over thirty systems was cancelled and extended the protection of the Federation fleet to several more, and Hudson’s rise to second place is well warranted this week.

Arissa Lavigny-Duval’s rising administrative costs, accompanied by shrewd undermining, has led to turmoil in seven systems this week. An increased emphasis on meaningful fortification is clearly needed to maintain the senator’s sway over her vast territory.

Edmund Mahon has again guided the Alliance into prosperity. Careful fortification has secured Alliance borders, although the Alliance saw more opposition than the Empire. Prime Minister Mahon is now poised to offer citizenship to several key systems in the coming week.

Felicia Winters, much like Hudson, weathered above-average undermining, but in spite of this she proved her resilience by providing humanitarian aid to one star cluster while maintaining a comfortable command capital reserve.

Denton Patreus, ever the smooth operator, balanced his budgets nearly perfectly this week. Evading a deficit, his fleets now occupy control spheres in two additional locations.

Li Yong-Rui has led Sirius Gov back into the black. Shrewd leadership, cutbacks, and the diligent labours of Sirius representatives have yielded a large command capital reserve. With an optimistic outlook, SiriusGov is poised to extend its influence once more in its corner of space.

Zemina Torval has made a recovery from recent weeks of turmoil and the reduction of her portfolio. The senator now looks to end a long period of contraction in her enterprises through the acquisition of key systems.

Archon Delaine’s lean forces have again amassed enough command capital to stir up insurrections in several systems. Although the Kumo Crew was rebuffed in its attempts to overthrow Federation and Imperial systems, a surge in criminal activity was reported in several more systems.

Pranav Antal’s quiet commune succeeded in sharing the vision of Utopia with the inhabitants of Miki and the surrounding systems, and his people now hope to bring these systems into the fold. With no systems undermined this week, Pranav’s people are clearly the embodiment of Utopia.

  • Core Dynamics Unveils New Gunship

Core Dynamics has a long-running association with the Federation, having produced everything from the humble Eagle to the mighty Farragut Battle Cruiser for the Federal Navy. Their latest offering, the Federal Gunship, is a sturdy combat vessel designed to provide the Federation with a superior fighter escort.

The natural comparison point for the new Gunship is the Federal Dropship, which offers a similar balance of features, but with a total of seven external hardpoints – two small, four medium and one large – and advanced armour and shields, the Gunship boasts a stronger combat profile than the Dropship, as well as offering better internal hardpoint quality.

This combat superiority comes at a cost, however, as the ship has an inferior flight model to that of the Federal Dropship, with a top speed of 170 and a boost speed of 280. It is fair to say, however, that speed and manoeuvrability were probably not chief among the Federation’s concerns when the ship was designed. This is a vessel that has been created to dominate other ships, rather than outpace or outmanoeuvre them.

The Federal Gunship is expected to retail at 45,814,000 CR, and will be available to all pilots holding the rank of Ensign or above in the Federal Navy Auxiliary.

Commander Sataris, a member of the East India Company, was recently honoured by an anonymous benefactor. To commemorate his mother’s recent passing, the rights to register a planet in her name were purchased from Universal Cartography.

Cynthia Sideris, chairwoman of Universal Cartography, read a statement from the anonymous benefactor:

“Commander Sataris has served with distinction, valour and honour in all his duties, regardless of the circumstances. In honour of his late mother, rights have been purchased to rechristen a world in the BD+26 2184 system as ‘Kathy McBrayer’. Any mother capable of rearing a son like Sataris is well deserving of such a memorial. Kathy is an example to us all.”

  • Utopia: Commune or Cult?

Simguru Pranav Antal's vision of Utopia has taken the galaxy by storm, with recent estimates suggesting that 91.8 billion have joined the movement, and shows no signs of slowing down. Many are attracted by the commune's experimental tech and high standards of living, as well as the ideal of a better society.

But is everything as it seems? A few former utopians, who asked to remain anonymous, have come forward with disturbing testimonies. One young man said: "My sister and I lived on a Federation fringe world. Life's hard on the frontier, and we travelled to Utopia to find work. Everything was great at first – we had employment, free accommodation – but then my sister got a position assisting the local overseer. She found out they were kidnapping people and locking them up for questioning or disagreeing with Antal's wisdom. It's run like a cult. I told her not to confront them... Now I don't know where my sister is, or if I'll ever see her again."

When one of Antal's senior aides was confronted with these accusations, they appeared shocked: "Simguru Antal would never condone such practices. These are false accusations, intended to discredit Utopia, from those who have not reached enlightenment. Visitors are welcome to view our sim-archives at any time, and experience what life as a pilgrim is truly like."

  • Heike Starport Security under Strain

On patrol outside the busy starport of Brunel Station, Heike Security Forces pilot Kenji Nobu reluctantly admits that not all visitors to the station are being subjected to "the full scrutiny of the law".

"There's just too many of them and too few of us", Nobu said, resignedly. In the last 24 hours, nearly 750 ships have docked at Brunel Station, mostly small or medium transport ships – over 10 times normal volumes.

"Word is that the brass is waiting on approval for emergency funds. The pilots’ union rep said we might have to put in some overtime. Nothing I haven't heard before, though", said Nobu.

Dockworker Sothy Ferrell elaborated on what was drawing pilots to the station: "Some fruits, some coffee, but mostly tea. How 'bout those monks growing the stuff? No doubt they're loaded!"

It has been reported that a faction called Emperor's Dawn has recently issued a contract for large quantities of ceremonial Heike tea. The group is located over 200 light years from Heike, with most of the journey lying within Federation space.

"I might recognize a name or two coming up on the scanner”, said Nobu, “but most of it just runs together. Listen, I gotta get back to my patrol.”

  • Report Raises Concerns about Operation Davy Jones

The Stratis Information Group, an independent think-tank of political, defence, and economics analysts, has published an in-depth study of Operation Davy Jones, the ongoing conflict between the Imperial Navy and the forces of Archon Delaine.

Aside from providing statistics regarding the current Imperial deployment, the report raises concerns about the overall purpose of the operation, stating that: “The current premise of ridding the Pegasi sector of the Kumo Crew is merely a cover for aggressive Imperial expansion into Federation-aligned systems.”

Stratis analyst Marcus Orrin elaborated on the concerns: “The Imperial Navy has invested a tremendous amount of effort and resources in securing the Pegasi sector. To believe they will simply withdraw from the region once hostilities come to an end is to ignore historical precedents. The Empire will likely maintain an occupation force in the Pegasi sector for some time after.”

Historically, areas of mutual interest have resulting in cooperation between the Empire and the Federation. Now it seems that the humanitarian crisis in the Pegasi Sector represents one such mutual interest.

In a meeting between Federation and Imperial commanders, Commander Nyluss of the Merchant Marines offered these words: "We must re-establish liberty in those zones that have become lawless. The Kumo Crew and its vagabond leader will no longer be tolerated in our space. I call upon all Federation pilots. How can you tolerate this encroachment upon our worlds?”

Commander Corrigendum of Lavigny’s Legion added: “We welcome all those who want to oppose the tyranny of Archon Delaine, and ask that Federation and Imperial commanders operating in the Pegasi sector give one another a wide berth as they work toward the common goal of bringing Delaine to justice."
